BIS certification for toys on assembling unit

To protect the interests and welfare of children, the Quality Control Rules, 2020, issued by the BIS Department states that BIS certification for toys is mandatory for manufacturers and importers of toys for children under the age of 14 years to sell them in the Indian Market. For Non-Electric toys

  • BIS inspection fee: 7,000/- INR Minimum marking fee: 19,600/- INR after 80% discount in the govt. fee for new startups or micro units turnover less than 5 crore.
  • BIS testing fee: 9,000/- INR (approx.)

For Electric toys

  • Application fee: 1,000/- INR
  • Annual fee: 1,000/- INR
  • BIS inspection fee: 7,000/- INR Minimum marking fee: 29,600/- INR after 80% discount in the govt. fee for new startups or micro units turnover less than 5 crore.
  • BIS testing fee: 18,000/- INR

Validity of the BIS License for toys

Step by step procedure to apply toys BIS registration:

  • Step 1.Pre-testing of the toys from a third-party laboratory approved by BIS
  • Step 2.Filing of the application along with requisite documents
  • Step 3.Payment of the government fee
  • Step 4.Scrutiny of the application
  • Step 5.Factory inspection will be conducted by the BIS officer
  • Step 7.Dispatch the samples sealed by the BIS officer to the concerned BIS Central laboratory.
  • Step 8: After the final examination of all the documents by the HOD, the license for BIS on toys will be granted.

Important points related to toy BIS certification:

  • Installation of the in-house testing lab is exempted for micro units having a turnover of less than 5 crore for 12 months for assembling units and 36 months for manufacturing units from the date of grant of the BIS on toys.
  • Importers of the toys' parts and assembling in India can also apply for BIS License for toys. Assembling units engaged in Contract Manufacturing using third-party machinery can also apply for BIS registration for toys based on the Job work agreement
  • Manufacturers of both electric and non-electric toys, have to apply for 2 BIS License, separate for electric toys and separate for non-electric toys.
