The intelligence community has introduced a comprehensive IT roadmap, emphasizing the integration of artificial intelligence (AI) at a large scale. This initiative, developed by the Office of the Director of National Intelligence (ODNI), aims to revolutionize intelligence operations with advanced AI technologies and other key IT advancements.

A Unified Vision for AI Integration

The ODNI’s newly published roadmap, titled “Vision for the IC Information Environment,” sets forth a bold plan for the next five years, outlining the necessary steps to implement AI across all 18 elements of the intelligence community. In an exclusive interview, IC Chief Information Officer Adelle Merritt described the roadmap as a call for “bold and transformational investments” in technology, emphasizing the importance of AI in transforming intelligence missions.

Merritt highlighted that secure, predictive, and generative AI could drastically reduce the time required to derive intelligence insights, shrinking the timeframe from days or weeks to mere seconds. The roadmap specifies that by fiscal 2025, the intelligence community will establish enterprise guidance for AI, including standards, use policies, and architectures. This guidance will support the adoption of AI technologies across various intelligence agencies, led by the recently designated chief AI officer who is crafting a new IC-wide AI strategy.

From fiscal 2026 to 2029, the roadmap plans to set up “AI enabling services at scale,” featuring a model repository and training data. Merritt stressed the urgency of this initiative, noting the rapid pace of AI development globally and the need for the intelligence community to keep up with these advancements.

Optimizing Cloud Infrastructure for AI Success

The successful implementation of AI within the intelligence community heavily depends on enhancements in cloud computing, data management, and cybersecurity. Merritt emphasized the critical role of data in AI operations, noting the necessity for robust storage, processing, and transportation capabilities.

The roadmap includes a significant initiative to optimize the intelligence community’s use of cloud infrastructure. Initially, intelligence agencies adopted cloud services through the CIA’s “C2S” contract with Amazon Web Services. They are now transitioning to the “C2E” contract, which incorporates five major cloud vendors. Four of these vendors have already received authorization to operate on the IC’s classified networks, providing the community with some of the most advanced cloud capabilities available.

By fiscal 2025, the roadmap aims to develop a tool or methodology to help intelligence agencies determine the most suitable cloud service provider for their specific needs. Merritt underscored the importance of a multi-vendor cloud environment, leveraging the unique capabilities of each provider to gain a mission advantage.

Advancing Cybersecurity and Quantum-Resistant Technologies

Robust cybersecurity is another cornerstone of the IT roadmap. The strategy aligns with the Defense Department’s timelines for zero trust security architecture, aiming for a basic level of zero trust maturity by September 30, 2025, and an intermediate state by September 30, 2027.

To guide these efforts, the intelligence community has established a “zero trust steering committee” comprising officials from all 18 elements. This committee facilitates the sharing of expertise and accelerates the community’s zero-trust journey.

The roadmap also addresses the transition to post-quantum cryptography. It highlights the importance of developing and deploying advanced cryptographic algorithms to safeguard data against quantum computing threats. By fiscal 2027, the intelligence community plans to deploy quantum-resistant cryptography solutions to enhance the security of its networks and transport services.

Merritt emphasized the need for a deliberate and thoughtful approach to deploying quantum-resistant algorithms, acknowledging the risks associated with technological changes. She stressed that while the adoption of these technologies is urgent, it must be done carefully to avoid potential pitfalls.

The intelligence community’s new IT roadmap sets a clear path for leveraging AI and other advanced technologies, aiming to enhance its mission capabilities and maintain a competitive edge in the rapidly evolving field of intelligence.
