The Police Clearance Certificate or Kuwait PCC is one of the most important documents of people going back to Kuwait or repatriating to Kuwait. The Kuwaiti government demands a valid PCC as the repatriates and returning resident give this to prove that the citizen has no criminal record when he was last in Kuwait or any other country in which he resided.
An official document, called a PCC, which is provided by police or by other state authority, certifies the presence or absence of a criminal background. In the case of Kuwait, this certificate is required in different legal proceedings, such as re-entry procedure in case of being deported, family sponsorship, employment, and visa extension. In the case of repatriates and returning residents, it is impossible to gain entry into PCC unless it is accorded and approved that their arrival back into country with the national security and immigration law.
Expatriates Coming Back because of Work or Family:
In case you have lived in Kuwait earlier and are coming back, authorities might ask you to give a Kuwait PCC of your country of residence upon leaving Kuwait and maybe even Kuwait.

Procedures to get Kuwait PCC
In case You are in Kuwait:
Go to Ministry of Interior (MOI), or refer app.
Fill in a PCC application form, as well as, provide your Civil ID copy, copy of passport, fingerprints, and photos.
Make payment of the necessary fee and wait until it is processed (usually 7-10 business days).
In case You Are Outside Kuwait:
Get in touch with the Embassy or the consulate of Kuwait in your home country.
Present certified copies of past Kuwaiti residence, passport, Civil ID and a finger card attested by your local police.
The embassy sends the documents to the MOI of Kuwait, and the certificate is sent to you via the consulate or via the use of a courier.
Digital PCC:
The government of Kuwait has also incorporated e-services of Kuwait PCC requests on websites such as the online portal on the Ministry of Interior and Sahel application to benefit the current and former residents to ease the process.
Attestation Requirements
In the case of PCC issued outside Kuwait, it has to be attested by:
Home Department local,
Expatriate Workforce Ministry of External Affairs (India, Philippines, etc.).
The Kuwait Embassy.
MOFA (Ministry of foreign Affairs) attestation can also be needed following arrival in Kuwait.
Re-entry to Kuwait is not simply a case of flying back, but it should be arranged in with great care. Kuwait PCC is a security measure. The fact repatriates and returning residents need to be able to plan ahead and get the Kuwait PCC process underway early to ensure that processing of visa or residency approvals are not delayed. With Kuwait being a very rigid system in terms of law it is important to ensure that all certificates given have been duly attested and are valid in order to have a smooth comeback.
