Coming from a simple family background, Lokesh was good at academics and other extra-curricular activities right from school time. He did engineering and post that got selected in TCS (Tata Consultancy Services) when he was in the third year during campus placement. However, he wasn’t keen on the corporate world and started his preparation for UPSC. Later in 2009, he got All India Rank 910 in UPSC that too in first attempt.

Later, the Madhya Pradesh government implemented this initiative across all the districts of the state and named it "Dakshata Unnayan".
